Secretariat
This Department is responsible for the general administration of the organisational activities from correspondence, Education and Training, International Relations, Public Relations and Human Resources. The overall responsibility of the Secretariat is the execution of administrative functions of the Union. The department is headed by the Head of Department [HoD] and led by the General Secretary and two Deputy General Secretaries.
The key strategic focus areas of the Secretariat are:
- Development of Human Resources systems in line with the 4th Industrial Revolution;
- Learning and Development and
Development of a strategy monitoring plan for compliance and evaluation. - Develop and strengthen international solidarity programmes
- Enhance Women Cadre development
- Strengthening of communication channels
- Coordination and management of organisational activities
Finance
This Department is responsible to ensure effective and efficient management of Financial, Logistical, and Information Technological services in the organisation. It is led by the National Treasurer.
Its Strategic Objectives are;
- To develop sound Financial Management Systems
- To develop effective and up-to-date Information and Technology (IT) systems
- To enhance long-term financial sustainability of the union
Research Unit
The Research Unit keeps the organisation abreast on a number of crucial trends and developments within the sector where we organise, the alliance, and any other topical issues of national and international interests. The Unit serves an intellectual nest for the organisation through a series of studies including surveys, impact assessments, policy analysis, environmental scanning, trend analysis, tracer studies, forecasting and so forth.
Additionally, the Unit ensures that organisational events are well informed with relevant knowledge through well researched papers i.e., Concept Papers; Discussion Papers, Position Papers and related booklets during Conferences, Summits, Political schools, Roundtable Discussions, Workshops and so forth, including international events such as symposiums.
Organising
The functions of the Department are:
- Facilitating Membership Growth and its Retention.
- Attending to Members’ enquiries and queries.
- Administering Fulltime Shop stewards.
- Carrying out tasks as per Secretariat Department request.
- Initiating, Organizing and Coordinating Campaigns.
- Dealing with Gender related issues.
- Facilitating the process of other Union Cancellations.
Legal
Legal Department is one of the departments at POPCRU mainly responsible for retention of membership in line with the strategic objective of the organisation. The department is responsible for;
- The enforcement of Compliance with Labour Legislation and collective agreements.
- Attend to union member’s complaints and grievances and management of representation of union members in disciplinary and arbitration hearings.
- Initiate and defend POPCRU and its members in Labour litigation
- Provide legal opinions to the union members and the shop stewards
- Monitor the training for union representatives on labour relations and Labour related issues.
- Monitor and manage the effective and efficient running of cases in all provinces, enhancing the website with updates of new developments in labour legislations and cases
- Development of the legal library nationally and translate it to the provinces.
Collective Bargaining
This Department is responsible to ensure an effective and efficient management of Financial, Logistical and Information Technological services in the organisation. It is led by the National Treasurer.
Its strategic objective Collective Bargaining is charged with responsibility of ensuring sound working relations, improved benefits and quality of life of our members in the Departments where we organize including the Public Service Coordinating Bargaining Council (PSCBC)
We organize in the following Departments:
- Traffic
- South African Police Service
- Department of Correctional Services, and
- Private Prisons
This is attained through obtaining mandates and consolidating them, drafting and tabling position papers in various bargaining structures in sectors where we organize including the PSCBC, negotiating and concluding collective agreements on the mandates of the organization.
Monitoring the implementation of the signed agreements and communicating progress on bargaining matters to members from time to time as well as ensuring the enforcement of legislation through applicable processes with the intervention of the legal department and other relevant bodies where necessary. This includes responding to daily enquiries to the Department amongst other things.
