HISTORICAL BACKGROUND

In the early 2000s, POPCRU gave birth to an idea of training its members in policing and security expertise that would give the members capacity to deal with social transformation that the South African society was experiencing. This entailed that studying and understanding the needs of the society and the capacity of the policing space. POPCRU as a union, aims to ensure that its members are ideologically informed to deal with socio-economic factors of the society while enforcing the rule of law in the country.

Current statistics of internal and external dissonance in the police and related security clusters supports and reflects the needs for this system that combines professional competency enhancement and ideological anchoring of the police services officers.

Over the years, the need for this intervention has grown exponentially thereby creating national issues in crime, crime intelligence, crime scene management, forensic investigation and protection and preservation of crime evidence amongst many other areas that continue to evolve with the society. The South African prisons also suffer the ripple effects of security affecting records keeping and management of increased types of inmates i.e. more foreigners that locals, from a larger variety of countries and social dispositions and walks of life. It is in response to these needs in support of Government’s endeavor to ensure a safer and secure social and business environment POPCRU established Criminal Justice College named after the Union’s longest serving president.

POPCRU prides itself in education, training and development of its members, leaders and employees and therefore pursues a higher intervention in the impartation of specific skills, abilities and knowledge as an attempt to improve current or future organizational performance by increasing member’s ability to perform through learning. Education, Training and Development differ in nature and orientation, although it is very much complementary.

Although the distinction between training and education is getting increasingly blurred nowadays, POPCRU hunt for formalization and accreditation of learning for its members. The purpose of education is to teach theoretical concepts and develop a sense of reasoning and judgments. It is only through the development of a POPCRU Education institution that the cadres of this movement can be strengthened academically and their knowledge and experience can be formalized, recognized and receive accreditation as per the requirements of the South African Qualification Authority.

COLLEGE OBJECTIVES

POPCRU Education Institution seeks to become a specialist in the convergence of cadreship education, Training and development within a virgin education territory. The institution swiftly seeks to establish itself both within the labour politics and academic community, as an educational institution grounded in its scope, as a Centre of Excellence in all its operations focused primarily on tailored solutions for labour related education, social transformation and political empowerment. The institution further seeks to offer a collection of accredited and short programs specifically designed to address identified skills requirements within POPCRU and to be extended to those needy progressive organizations. It desires to take the lead in Outcomes Based Action Learning and labour Union Development, stressing the need for high levels of accredited learning, specifically focused on the membership needs.
 To equip POPCRU members with the skills required to compete more effectively in the union movement.
 To ensure that the broad membership have the ability to translate theory into practice in the workplace through a process of formalized outcomes based learning
 To provide POPCRU members with relevant, innovative and meaningful learning solutions through consultation and customization processes thereby maximizing their return on investment.

ZIZAMELE CEBEKHULU COLLEGE MISSION

POPCRU Education institution will strive to embody the basic convictions of the South African democratic ideals that individuals be given full opportunity to discover and develop their talents and interests, to pursue their unique potential and to achieve an intellectually, culturally and economically satisfying relationship with society.
Such opportunity should be easily accessible to all POPCRU members and other progressive formations. The institution is vigorously committed to:

VICE CHANCELLOR AND PRESIDENT

Professor Khulekani Sitole was appointed acting vice chancellor and President on September 1, 2015. The Zizamele College Board ratified is permanent appointment as Vice Chancellor and President effective March 1, 2016.

ACCREDITATION

The institution has conditional registration with the Department of Education as a Private Higher Education Institution under the Higher Education Act, and will offer qualifications that are accredited with the Council of Higher Education and registered with the SouthAfrican Qualification Authority and appropriate SETAS. With teaching and learning, Community Engagement and Research within its mission.

On the 18th August 2016, the college was lauched through a land hand-over ceremony.  In attendance was national and provincial leadership of POPCRU and its stakeholders, Harmony representatives as well as the provincial leadership of Free State.
