President: Cde Zizamele Cebekhulu

POPCRU President

Comrade Zizamele Cebekhulu grew up in Kwazulu-Natal and joined the then South African Police in 1983. After completing his training at Hammanskraal, he was posted to Witbank before being transferred to Standerton.

The unfair, inequitable environment in which he worked caused him to question the many injustices. Also, his exposure to political detainees in the late 1980s clarified his vision and ideological outlook. Together with Cde Themba Matsane and a handful of other Police Officers, Cde Cebekhulu established the Standerton branch of POPCRU soon after the founding of the organisation. The branch became instrumental in the rapid growth of the union in the then Eastern Transvaal. Cde Cebekhulu was the First Chairperson of the Standerton Branch and later the Eastern Transvaal Region (now Mpumalanga Province). He was elected the National President of POPCRU at the 1996 Kroonstad Special Congress and has since been re-elected to the position, most recently in 2007. Cde Cebekhulu is credited with stabilising the union and transforming it into a model for similar organisations across the globe. Under his presidency, POPCRU has hosted three symposiums aimed at transforming police services in the SADC region, and continues to engage sister organisations in other continents. Under his stewardship, POPCRU grew from 30 000-140 000 paid up membership and became a highly solid, united, collective and politically charged organisation able to transcend from sectarian to transversoral issues within its fold. Unity of purpose and absolute revolutionary organic discipline epitomised its internal thinking and philosophy. It is under his stewardship that the organisation is one of the most reputable affiliates within the federation (COSATU) and societal life through its political and social transformative agenda. He is a seasoned organic internationalist whose leadership located POPCRU’s revolutionary agenda within the world order. Through his collective the entire SADC region, the great lakes, the continent as well as some nation states holds POPCRU dearly into their daily work. He is a member of the ANC, Joe Nhlanhla Branch, SACP member, COSATU CEC member and a political ideologue in the Marxist Leninist school of thought, who always makes his open objective views known from time to time, mainly to the unsavoury of his detractors. An organic intellectual whose revolutionary outlook continues to find expression within ordinary workers at Police Stations, Prisons and Traffic Institutions. Under his stewardship POPCRU is a home for all workers in the security establishment, a hope to young aspiring youth to be dedicated Police Officers and a guardian of courage tomany orphans and widows whose partner lost life in the line of duty,for them to have a hope for the future. He holds a diploma in Police Administration, a B-Tech in Police Management and successfully completed the Management Advanced Programme. He has completed an MBA and an M-Tech in Forensic Investigation.
